Job Title: Deputy Executive Director

Overview: The Deputy Executive Director is not a project-specific position and assists with the management and leadership of the entire organization. Under the guidance of the Executive Director, the Deputy Executive Director assists, to the broadest extent possible, with the leadership of all administrative and program activities of the organization. Participates in short and long-range strategic planning, and works with Board of Directors as needed. The Deputy Executive Director is responsible for the day-to-supervision of staff and for making decisions on behalf of and in the absence of the Executive Director. ________________________________________________________________________

Duties and Responsibilities:

? Oversees day-to-day management of all grant-funded programs and activities; monitors work plans to ensure timely delivery of project/program outcomes. Provides guidance to staff on project content.
? Assists Executive Director with all fundraising and grants management activities; actively seeks out new funding opportunities; cultivates relationships with funding agencies and grant makers; ensures program and financial reporting for existing grants are completed on a timely basis.
? Represents LCAT in the public and with private/public agencies, as directed. Acts as media spokesperson in the absence of the Executive Director.
? Works closely with Executive Director to establish and maintain effective strategic partnerships with coalitions, committees, foundations, government agencies and other health related organizations. Attends and participates in meetings in the absence of the Executive Director, as assigned.
? Assists Executive Director in the development and analysis of public policy.
? Supervises the Office Administrator. Oversees human resources and accounting functions; ensures effective, efficient operating systems are developed and maintained; makes recommendations to Executive Director for procedural and systems changes as necessary. Implements changes as directed.
? Develops annual LCAT budget for consideration by the Executive Director and Board of Directors. Works closely with Project Directors on budget/project management. Works with Executive Director to monitor operating and project budgets.
? Performs other duties as assigned.

Qualifications:

? Education
o Required: Bachelor’s degree and at least 7 years of leadership/management experience with a community-based or national advocacy organization, preferably within the Latino community.


? Experience
o Must have comprehensive knowledge and understanding of alcohol and tobacco issues and the related social and public health issues impacting the national Latino community.
o Must know and understand public policy including policy development and analysis. Understanding of research principles with ability to synthesize data to policy.
o Proven fundraising/grant writing experience also required. Must have established relationships with grant making organizations and thoroughly understand the principles of fund development.
o Must possess outstanding interpersonal and communication skills including effective media relations, public speaking, and presentation skills.
o Must be fully bilingual in Spanish and English. Exposure and sensitivity to multiple cultures to include a thorough understanding of the Latino/immigrant experience is critical. Must have ability to work effectively in a multicultural environment and possess a solid understanding of social and public health issues affecting urban communities.
o Must possess effective project, budget and people management skills. Must demonstrate ability to lead, inspire and motivate staff, Board and community into action.
o Must be willing to work in a small, grassroots environment and be willing to provide hands-on guidance and direction staff at all levels.
o Must demonstrate ability to be objective, open-minded and flexible.
o Computer proficiency required.


JOB DESCRIPTION

Job Title: Information Resources Manager

Overview: Reporting to the Executive Director, the Information Resources Manager performs duties related to the management, organization, and dissemination of information resources in support of the mission and related activities of the National Latino Council on Alcohol and Tobacco Prevention (LCAT). The Information Resources Manager is expected to enhance the information, organization, and communications capability of LCAT.

Duties and Responsibilities:
? Reference Assistance and Information Services
? Provides reference assistance and responds to inquiries from LCAT staff and Board of Directors, the press, other organizations, federal, state, and local government agencies, and individuals on information related to Latino alcohol and tobacco consumption, treatment, prevention, and policy development.
? Researches, retrieves, and disseminates information from print or electronic sources in response to requests.
? Assists LCAT staff with research, report writing, and planning and coordinating programs and activities.
? Investigates, informs staff, and adheres to established copyright laws.

? Clearinghouse and Organization of Resources
? Organizes, catalogs, and maintains collection of books, publications, research papers, conference proceedings, journal articles, and videotapes, among other formats for the creation of a clearinghouse.
? Reviews and compiles listing of resource materials, including subject lists, webliographies, acquisitions list, and book reviews, to disseminate to LCAT staff.
? Reviews and evaluates resource material related to Latino alcohol, tobacco, and health issues for acquisition.
? Establishes and manages an electronic records management program, including email, word processing documents, and LCAT publications.

? Digital and Technology Resources
? Updates, maintains, and provides content and technical assistance for LCAT’s website, including HTML programming and uploading pages and information on to the site.
? Produces and maintains a virtual information center to be placed on LCAT’s website.
? Assess new standards, technologies and trends, and formulate strategies and plans for enhancing the website.
? Produces a consistent visual image on the site by promoting uniform fonts, formatting, icons, images, and layout techniques.
? Establishes an online system for the ordering of LCAT published informational material and other sources (brochures, pamphlets, etc.)
? Provides basic hardware and software troubleshooting and maintenance support to LCAT staff and by working with systems and network contractor.

? Information Liaison
? Participates in LCAT meetings, trainings, workshops and other planning initiatives.
? Makes partnership with other organizations, including national clearinghouses, non-profits, and local libraries and community organizations to disseminate LCAT’s mission and related information.
? Participates in various professional organizations and activities, which relate to libraries, health issues, and Latino issues (continuing education courses, workshops and conferences; presents at professional meetings).

? Additional duties
? Instructs and assists LCAT staff in the use of the Internet, electronic databases, LCAT’s online catalog, software packages, and computer equipment.
? Submits quarterly reports to Executive Director and funders.
? Prepares funding proposals for additional resources to embrace LCAT’s communication capabilities.
? Assists in preparation of press releases, press conferences, press kits, and other dissemination issues.
? Creates and maintains a media list and contacts.

Qualifications:
? Education
? Masters of Library and Information Science from an ALA accredited institution. ? Social sciences, health or related degree preferred.
? Communication
? Excellent oral and written communication skills.

? Knowledge of information services technology including the ability to use the Internet as well as standard and electronic reference resources.

Job Title: National Policy Director

Overview: The National Latino Council on Alcohol and Tobacco (LCAT) is a national non-profit organization that has been combating alcohol and tobacco related harm in Latino and minority communities nationwide since 1989. LCAT achieves its mission through providing training, technical assistance, policy papers, coalition building, and raising public awareness. Under the supervision of the Deputy Director, the National Policy Director is responsible for coordinating the policy related initiatives of which includes the following to the National Latino Council on Alcohol and Tobacco Prevention (LCAT). ________________________________________________________________________

Duties and Responsibilities:
? Monitor tobacco control related policy efforts and legislation occurring on the
local, statewide, and national levels.
? Research, develop, and implement the promotion of tobacco control related policies that impact the Latino community’s health at the National and local levels.
? Identify and build relationships with National and State wide allies for the promotion of tobacco control policies including individuals in Capital Hill.
? Identify key community leaders and facilitate collaborative relationships among city and state-wide legislators, tobacco control activist, community based organizations, higher educational institutions, Departments of Public Health, and Foundations.
? Establish Latino community based networks in key states with the aim of impacting local, statewide, and national tobacco control policy.
? Plan and implement local, state, and national tobacco control activities including conferences and training program in the areas of advocacy, grant writing, and tobacco control.
? Plan, secure resources, and assist in providing technical assistance throughout the US in support of tobacco control advocacy efforts at both city, state, and national levels.
? Produce technical and policy papers/and or work with consultants to produce them.
? Develop materials for the WEB, action alerts, and updating data on ATOD issues.
? Supervise grant related activities and part-time staff; and write grant quarterly reports and financial reports biannually.
? Collaborate as needed in the activities of the Tobacco Control Networks including travel to sites representing LCAT at national, state, and other meetings and supporting the CDC Tobacco programs as necessary.

o Public policy, public health field of study or experience preferred.
