conducted a lengthy 1972 grand jury probe into conditions at the
City jail which resulted in a scathing report citing incidence of
drug trafficking and sexual attacks there.
The Warden and President of the Jail Board were subsequently
removed…He also prosecuted members of the Ku Klux Klan for trying
to drive a black family out of a south Baltimore housing project…As
a public defender, Keating won a retrial for Irving Lee Wilson sentenced
to death for the drug related slaying of a suspected dope peddler.
Wilson ended up going from death to probation…Courthouse
habitués consider Keating a
formidable foe on either side of the trial table.” The News American
